CALL TO ORDER Chair Sally Galer called the workshop to order at 1 p.m.

PRESENTATION
Ed Koliba, Chief Business and Financial Officer, explained that the purpose of this workshop is to inform the board about the collective bargaining process practiced at Kirtland Community College with union groups known as Target Specific Bargaining (TSB) and non union groups, known as Target Specific Problem Solving (TSPS).
Introductions were made around the room. The following four teams were represented: TSB Team for Local 15095 United Steelworkers of America, TSB Team for the Kirtland Federation of Teachers, TSPS Team for Classified Support Staff, and TSPS Team for Part-time Faculty.
Don Power, Commissioner with the Federal Mediation and Conciliation Service, provided an overview of the TSB/TSPS process focusing on adversarial versus collaborative bargaining/problem solving.. Then he provided some ground rules or assumptions regarding the process length, total disclosure of information, no drops (all identified problems are answered), total participation, no sidebars (limited caucuses), and expanded bargaining rights, set hours for bargaining/problem solving, and outcomes (contractual and non-contractual documents).
Next he presented procedures of the process such as training sessions, problem seeking, problem identification, tracking devices, joint problem review and explanation meeting, separate review process with mediators, identify information needs and format request meeting, gathering and validating information, forming recommendations, negotiating/problem solving discussion, agreeing to final solutions item by item for contract language solutions and non-language solutions. Team members contributed to the discussion from their experiences with the process.
Don Power concluded the presentation with a discussion of economics and the use of a costing matrix in the form of a spreadsheet. Additionally, he emphasized the need for a recommitment at all levels of the college community, beginning with the board of trustees, to ensure continued success of the collective bargaining/problem solving process.
