POL 3.045 Freedom of Expression
Kirtland Community College is a public institution of higher education whose property and resources are primarily dedicated to educational and related functions. As an institution committed by law and philosophy to the principles of freedom of speech, freedom of expression, and the right to peaceably assemble, it is the policy of Kirtland Community College to be open to groups and individuals in the exercise of these freedoms on its grounds, while ensuring that such expressive activities do not unduly disrupt College operations and the learning environment.
The college administration will formulate and maintain procedures to facilitate the exercise of these freedoms for areas under the college’s jurisdiction, while establishing such safeguards and limitations as may be reasonably necessary to protect the rights of others and to enable the operation of college instruction and administrative functions concurrent with the expressive activity. The president will assign an administrator of the college to be responsible for this function.
