POL 1.075 Campus Safety
Kirtland Community College is committed to providing a safe, healthy, and secure environment for all students, faculty, staff, contractors, and visitors across all college campuses and facilities.
All members of the college community share responsibility for maintaining a safe campus. Compliance with this policy and with applicable state and federal law is a condition of participation in college activities, employment, and enrollment.
Health and Safety
Kirtland Community College gives its full commitment to ensuring the safety, health, and welfare of its employees, students, and any other individuals whose health and safety may be affected by the college’s business.
It is incumbent upon all employees to:
- Be aware of and comply with all applicable state and federal health and safety regulations.
- Take an active part in protecting themselves and others from harm.
- Report unsafe conditions promptly to the appropriate college authority.
Emergency Procedures
The safety and well-being of Kirtland Community College students, faculty, staff, and visitors is of primary importance to the college. The President shall direct appropriate staff to prepare and maintain emergency procedures for the protection of life and health in accordance with law and board policy.
Emergency procedure plans shall be reviewed regularly, kept current, and made readily available to all members of the college community. All personnel are expected to familiarize themselves with posted emergency procedures in their respective work areas.
Firearms and Weapons
Possession, use, or display of firearms or weapons is prohibited on all campus property and at campus events, except under limited circumstances as explicitly permitted under this policy.Â
Exceptions:
- Law enforcement officers acting within their official duties.
- Firearms or weapons used for authorized educational purposes in an approved course that has been designed to teach safe, effective, and appropriate use of firearms.
- Firing range practice only under rules established by the Kirtland Community College Firing Range.
First Aid Equipment
First aid kits and automated external defibrillators (AEDs) will be available in each main building, under the recommendation of the Public Safety Director and the supervision of the Director of Facilities.
The Director of Facilities is responsible for ensuring that:
- First aid kits are fully stocked and regularly inspected.
- AEDs are maintained in proper working order and checked according to manufacturer guidelines.
- The locations of first aid equipment and AEDs are clearly posted and communicated to college personnel.
Injury Reporting
All injuries occurring on college property or in connection with college activities must be reported to the Office of Human Resources as soon as practicable following the incident, regardless of the apparent severity of the injury.
Supervisors are responsible for ensuring that injury reports are completed promptly and that injured individuals receive appropriate care. Failure to report injuries may result in disciplinary action.
Death on Campus
In the event of the death of a person on any Kirtland Community College campus, college administration will immediately notify the appropriate emergency support agencies (including law enforcement and emergency medical services) and will provide full assistance to those agencies as needed.
The college will also coordinate appropriate support resources for affected students, faculty, and staff, and will communicate with the college community in a manner that is respectful, timely, and consistent with the guidance of relevant authorities.
Security of Property and Key Control
College administration shall establish procedures to regulate the issuance, accounting, and collection of keys that allow access to college facilities and equipment, for the purpose of accomplishing work while reducing the risk of loss or damage to college resources.
To ensure proper and safe use of all college property:
- All buildings shall be kept in a locked position except when authorized for use and supervised by assigned college personnel.
- Keys shall be issued only to authorized employees and must be returned upon separation from employment or reassignment. Exceptions may exist for contracted or assigned employees, long-term rentals, or in the event of an emergency.
- Lost or stolen keys must be reported to administration immediately.
Campus Vehicular Traffic and Parking
Motor vehicles traveling on campus shall be confined to authorized roadways and parking lots, except in the event of an emergency or for authorized loading and unloading that cannot be facilitated at back entrances.
The following rules apply to all vehicles on college property:
• Travel and parking are restricted by posted signage, which must be observed at all times.
• Parking in unauthorized areas is prohibited.
• The Department of Public Safety is authorized to take all necessary action to ensure compliance with vehicular regulations, including the towing of vehicles from unauthorized areas at the vehicle owner’s expense.
Enforcement and Compliance
All members of the college community are expected to comply with this Campus Safety Policy and with all related college policies, as well as applicable state and federal law. Violations may result in disciplinary action up to and including termination of employment, suspension or expulsion from the college, removal from campus, and/or referral to law enforcement.
