Regional Law Enforcement Training Consortium

Mission Statement

The Kirtland Community College Regional Law Enforcement Training Consortium exists to enhance the quality of education and ensure the competence of law enforcement officers through a variety of training courses & seminars in law enforcement related subject areas. These areas are identified through the use of annual surveys of regional law enforcement partnering agencies.  All the while maximizing the cost effectiveness of investment in this human resource development through an effective coordinated clearinghouse — Kirtland Community College.

Program Overview

It shall be the intent of the KCC-RLETC to accomplish the following objectives:

  1. To provide continuous in-service programs.
  2. To provide designated programs as regional needs dictate.
  3. To save local government travel expenses by providing locally based training through regional training sites to be located as determined by the KCC-RLETC Advisory Committee.
  4. To provide the types of programs needed, as determined by surveying regional departments.
  5. To facilitate long-range planning of training.

Background

The Consortium was developed in response to passage of Acts 301 and 302 of Public Acts of 1982, which established the Michigan Justice Training Commission and the Michigan Justice Training Fund.  The Consortium established a subcommittee to investigate the feasibility of uniting criminal justice agencies within the geographic area in a coordinated in-service training effort to provide maximum use of a portion of revenue generated by the Training Fund.

This subcommittee investigated the MLEOTC (now MCOLES) study and prioritized training needs.  Based on that study, a recommended program was developed, which addressed in-service training needs of all criminal justice agencies of the Consortium. It was determined that similar training should be provided on an ongoing basis, based on needs identified by criminal justice agencies within the geographic area served by the Consortium.

Who Can Join?

State, County, Municipal, Police Authority, Tribal, and PA330 agencies throughout the state of Michigan.

  • Dispatch Personnel
  • Administrative Personnel

What Your Membership Gets

Memberships are valid for the calendar year and will include the following benefits:

  • Member-only reduced costs for specific training
    • 50% discount on all Kirtland Community College Criminal Justice Program (KCCCJP) provided training courses.
    • Approved outside vendors discounts will be applied to consortium members when offered.
  • Reduced rates for new firearms range facility (anticipated 2025)
    • 100 yard firearms range – $100/day*, $400/week (TCQ-95A targets included)
    • Firearms Range Classroom – Free with range rental
    • Force on Force Scenario House w/All-In-One-Breaching Door – $100/day*
    • MILO Use of Force 300 Theater – $50/hour (minimum of 2 hours)
    • Free classroom for specified/approved events (e.g. classroom when renting firearms range, MILO, etc.) (free classroom is based on availability and frequency)

*Based on 8-hour rental = full day

Annual Law Enforcement Refresher Training (ALERT)

KCC-RLETC has been awarded a 2025 MCOLES Competitive Grant. We will be re-starting the ALERT program for the 2025 calendar year. All paid consortium member agencies will be eligible to send their personnel to the training at no cost. The program will consist of eight (8) different modules of instruction ran six (6) separate times throughout the calendar year. Each course will be running in a 1-day/8-hour format to assist agencies with manpower issues. Each class has a max number of students that can be registered, so register your personnel asap.

The program courses will consist of the following:

  • Firearms refresher/recertification – 8 hours, handgun only, all ammunition and lunch covered by the grant
  • Subject Control/DT – 8 hours, lunch covered by the grant; this course will fulfill the 2025 CPE requirement
  • Behavioral/Mental Health – 8 hours, lunch covered by the grant; this course will fulfill the 2025 CPE requirement
  • First-Aid/CPR/AED/Bloodborne Pathogen/TECC – 8 hours (certification), lunch covered by the grant; this course will fulfill the 2025 CPE requirement
  • *Legal Update – 4 hours, this course will cover 4 hours of the 2025 CPE requirement
  • *Decision Making (MILO/APEX) – 4 hours
  • Active Violence Response/Patrol Tactics – 8 hours, simunition equipment, including marking cartridges and lunch covered by the grant; this course will fulfill the 2025 CPE requirement
  • EVOC – 8 hours, lunch covered by the grant, locations will vary around northern Michigan

*Both 4-hour courses will be scheduled on the same day to create an 8-hour block of training

Annual Membership Fees

$125/member

  • Membership fees are based upon annual registered personnel.
  • Agencies may, if financially helpful, annually register half of the agency to better assist with any budgetary issues.
  • Under the MCOLES 2025 Competitive Grant, non-sworn personnel will be ineligible for grant funding.

How to Join

To join you must complete EACH of the following steps:

STEP 1: REVIEW Memorandum of Understanding and COMPLETE the Membership Application .

STEP 2: COMPLETE the Member Agency Roster reflecting all full-time and part-time personnel that you wish to send to training.

STEP 3: Calculate the Membership Fee.

STEP 4: Submit Membership Application, Agency Roster, and Payment by December 1st.
